All games need to cater to their audience. Someone making a chickflick will try to cater to all that, not bring in Ahnold with 2 M-16s.
You need to be careful here. GW has by design (very important) foreseen two, completely separated, yet interconnected gameplay modes. PvP and PvE. Both can be played separately, or jointly. This was done from the start at design level (key factor here).
The new set of unlocks doesn't give you anything. This isn't insta-Jedi type of deal, where you devalue someone elses work. The reality is, MMOs that try to cater to all groups you'll fail. Understand who your players are. Then accept the limitations of your product. Both of these points are very important.
Lastly, all of this is moot point. GW is not grind game. All items are equal and worthless. You need to learn gameplay to be of any use in pvp, and that can't be bought. Even high-end pve items offer 0 benefit of any kind whatsoever. This is in start contrast to any other MMORPG.
Ironically, GW had to find a way to replace the grind with content. And that is where the future MMOs will need to go. Third chapter simply blew everything away content-wise, and WOW:BC will have hard, or probably impossible task of offering that much in scope of WoW.
As for reality check, pvp vs. pve population (one thing only) in GW is same as elsewhere, at around 20:80 ratio. This is an estimate based on instance sizes, ladder activity and forum activity.
Sigh. Seriously man, I'm taking about the forest and you want to talk about a particular tree. I wasn't discussing the merits of what Guild Wars was doing, right or wrong. I was just pointing out that in times past, everyone started at the same place in a game and now that's starting to fade away in favor of different experiences/paths within the overarching design of a game (PvP servers vs. PvE servers or in-game brokers/bazaars vs. buying imaginary items with real cash). And despite this trend, somehow with SWG in particular, SOE can't see a market in offering classic servers.
E-Bay Jedi is a perfect example of what's coming. I guarantee that if in ANY game you offered the customer the ability to buy a fully loaded and XP'ed character, there would be buyers. I still find it hard to believe that people would pay $1,000+ for a Jedi. I wish I had that much idle cash.
