hi im new thinking of joining the game do i need to buy the game or it will let me download when i sign up?? and what type of naval units are in the game im a big navy fan and is there alot of sea battles and subs and things like that?

Not so many navel battles to be honest, it's mostly air and ground battles. Free download, you just have to buy a CD-key.
