Pause Scroll On Homepage News, Please.

I read really slow. 
Is there a way to make the news headlines on the homepage pause if a viewer holds his cursor over them so he can read what they say before they scroll to the next two articles? When I go to read them I barely get through half of the snippet of the first article before it goes to the next pane.
