Not decided yet. The devs aren't even sure there will be an "open beta" as in other MMORPGs. And old quote:
No, it doesn't mean that there will be no open beta. It doesn't mean that there will be an open beta either. Beta information will come in due time. Please don't draw conclusions from non-existing information.
The game has been in closed Beta for the past six months or so. As of right now, only Funcom personell and a set of professional testers are in it. Funcom should soon start sending invites to various community members, and letting in the people who won a beta slot in the contests.
Funcom has also stated that an open beta for the purposes of server stress testing will additionally occur shortly before launch

Heh, that is true, I probably will be there, but I won't be particularly looking forward to it.
