dagger +10% crit mechanic

1. Will 2 daggers give you +20% to crit?

2. Will 1 dagger + 1 sword give +10% crit to both hands or just to the dagger?

If It were me, I would have made it so that  the crit enhancements work on a per-hand basis.  Thus if you have a +10% on one dagger, wielding a second in your offhand just gives +10% to the offhand.  Alternately, if you wielded a Sword (with no crit bonus) and a offhand Dagger (with +10% credit bonus), only the offhand strike would have a crit bonus.

Not sure if they did it this way in Vanguard, I'm just saying my logic in the matter, which tends to mirror game designer logic over half the time.
