Assuming you mean free-to-play or pay-to-play, it's a Pay-to-play game.
It will be included with Station Access, and though I don't think it's been directly said, I'd imagine it would have the same monthly rate as the other games included with Station Access if you were to pay for it alone.

Uh...name one high quality free MMO, and I already stated why Guild wars doesn't count. This game has top of the line graphics (anyone who says otherwise hasn't played at High Quality), an extremely busy development team, and a full complement of community support folks.
Sure there are plenty of fun free MMO's out there, but they aren't on the same level as the pay ones.

I'm not saying Guild Wars is bad, or any of the free to play MMO's. I'm just saying they are run with an entirely different setup and business model then the major MMORPG's. They cut costs in certain areas so that they don't need a monthly fee. Guild Wars limits the Massively Multiplayer part of their game and it allows them to run a streamlined business.
Anyways, as to the free MMO's lists...Anarchy Online WAS a pay to play until it reached old age, and the rest just aren't in the same ballpark as EQ2, WoW, CoH, Final Fantasy Online, and now Vanguard. Again, not saying they are terrible, but you couldn't pay ME to play Archlord. Maple Story is excellent if you are in 6th grade.
I also consider Dungeons and Dragons Online to be in the same ring as Guild Wars, and I think it's a crime that they charge a monthly fee for that game.
