  I don't know about buying through SOE but if you buy through Direct2Drive you can download multiple times and install.  I have reformatted before and installed more than once with several purchases through them.  There may be a limit for the number of times but it is reasonable. 

  I am sure the info is available in the fine print on these sites.

  Yes.  As long as you can log into the website that holds your download (ie SOE) you can download it again and again and again.  As far as a guarantee?  Well its like a US savings bond... it's only good as long as the US Government is still around.

  Since SOE has basically removed the need to see your CD key in order to play. All you will need is your station login and the client and you could feasibly re-install an infinite number of times as others have said.
