I imagine they will all be on the same server. Anything else wouldn't make sense, since they will form guilds, make friends, etc., that they will want to keep after beta.
Unless the game doesn't sell more than 3k or so subscriptions, (jn which case it's going to go belly up anyways), there will be a lot of servers to choose from. Just pick a new server that doesn't have beta players on it, and there you go, no problem. Edit: If there are a lot more beta players rolling over, there will probably be a few beta servers. No matter what there will probably be "fresh" servers where everyone starts from scratch if that's what you are looking for.
It's not necessarily bad to have players on the server that are ahead of you in levels. Those players can give you advice, sometimes items and money, rez you if you need it, and things like that.

The way I see it is you don't have as much newbie mob contesting. It was chaos again in Vanguard as everyone on the same quest trying to get the same mobs!
I remember it being that way as well when WoW first opened up.
