I am sure they will mark a server specific for your time zone, if not teh list of servers is pretty self explanatory, will state name of server and what its for so RPG roleplay server
vanguardsoh.com said one of their sites was designated oceanic because of when they restarted it. . .or was it that they restarted all of their servers at a certain time because of oceanic clients? I forgot which one it is, but it is on the site, I would check it after it comes back up

is there any ppl that play on that time zone at the moment becuase the game only comes out here in like 2 weeks or somthing
Your in luck ekke! First off you should visit www.ausguard.com to take a look at the Oceanic Vanguard community forums. Something you'll notice while there is that there is a designated Oceanic PvE server (Targanor) and a designated Oceanic PvP server (Tharidon, same as USA). Both these servers are located in the USA but you'll find lots of Aussies on them during Aussie play times. If you want to join an Aussie guild or group with Aussies one of these servers is your best bet.
As a poster pointed out above, the Oceanic community went a little nuts when the patch times were announced and we managed to get the official down-time shifted forward an hour to give us a bit more time for grouping/raiding etc
