The game is currently in beta in Singapore (you can see the website in the links section on this website). That version will be blocked to none Kiwi locales once it goes live later this year.
The NA/EU version is due out later this year. That one will probably have a beta as well. You can keep track of that at www.swordofthenewworld.com
So at the moment the only way to register is to have a beta key for Singapore (which closes this month I think).
