Your best bet is to play on the Classic Server cluster as they have the highest population. As far as server it all depends on what kind of character you want to play. I myself just started getting back into the game but your best bet is to try different ones out and also read about the different classes.

That's the meaning of it and it's only good that classic servers don't have ToA. I don't want to do endless amount of master level raids and be ganked in RvR because of ML10 guys with buffbots

You have to raid for gear no matter which server type you play on if you want to be competative, and there are buffbots on every server type too. Those people who think there are no bots on Classic are mistaken.
ToA isn't nearly as horrible as it used to be. Especially with the upcoming patch that we can buy ML steps, artifacts and scrolls with bounty points. It used to be really bad, but not anymore.
Go classic server. The guy above obviously never played on a classic if thinks there is people running around in rvr with buffbots /stuck to them.
and as Lasraik said...

Sorry have to agree with Lasraik - there ARE buffbots on classic too and yes they do 'tow' them along on /stick or /follow. Or they are in group but still a bot just the same...
and yes I do play classic -- but I not my first choice.
Many people who play on classic are so afraid of toa they will do anything to get you to not even try it.. If you are even halfway sociable in the game you play, you will find help leveling and finding gear no matter which server you choose. You can tell how fanboish people are by their attempts to steer you away without even telling you about the rest of the options. Granted, because of the mechanics of the classic servers, there are more people at lower levels playing there. That guarantees you nothing in regards to finding groups. I gave up on my 18 druid, that specced specifically for grouping, after not being able to find a group for him for 2 weeks straight. My point is, no matter what server you go to, if you are not willing to actively seek out others to level with, you will likely remain solo. I didn't like the class enough to hunt down every person of the same level to group with and just moved on to another toon that was better able to solo And while I play both classic and toa, the point of the game is lvl 50 content and RVR, and every cluster has plenty of people playing at that level. If you enjoy the end game, the action you will find on both toa and classic clusters is about the same in New Frontiers.
But TOA and classic are not the only choices available. There are people playing on the pvp server as well as the roleplaying servers and the coop servers every day. Your best bet would be to go to camelotherald.com and look through the Guild Pages. There is a page every week that lists guilds that are recruiting from all 3 realms, for many clusters. Find one that appeals to you, roll a character on that cluster/realm and seek admission to their guild. The starter guilds can help you learn the basics of the game but to be happy and get the most from the game, you'll need to join a guild.
As far as the people crying about questing in toa, it took me a total of 6 evenings to get my newest lvl 50 toon to ml10 on the Albion side of the Caerleone cluster. Another 2 evenings and I had 8 artifact encounters completed and most of my champ quests done. On the classic server as well as toa, there are champion and labyrinth quests for champion levels and gear. These quests on toa server got my artifacts nearly leveled. If you feel an extra week or two of work after the month or two to get your character to 50 is asking too much for a great many awesome abilities I can't help you out there. A level 50 toon on classic has about half of the utility as the same character on TOA. TOA is not for everyone, but not telling you about the cool stuff, would be wrong if you are the kind of person that likes many different options 'toys' or gear for you characters. If you are a person that likes quests or doing things that have a purpose other than just being a means to an end, you will be missing out on the VAST majoirty of the story driven content DAoC has to offer. If you only care about getting to 50 as fast as possible with little to no memories of the journey and remembrances of cool content, classic would be best. I personally don't look at the entire game leading up to New Frontiers as irrelevent so I really enjoy exploring new areas and love toa. But like I said, I play all 3 realms, on both toa and non-toa clusters. Trying things out for yourself, finding out where you fit in based on what you like the most will end up giving you the best daoc experience possible.
Mid is fine but there's too much melee classes for my taste, that's the reason why I play in alb cos there's lots of different classes from melee to casters and alb was the first realm I played so it has some emotional value for me too. Hib is too flowery and hippy for me and it basically sucks too

Definately one of the classic servers
I would recommend the Claereon (sp?) cluster.
