I am just guessing here but I think what will happen is if you are playing the open beta if you decide to buy you will need to pick up a preorder and convert the account to a preorder to keep the character. Might want to go over th the official forums and do a search on this or repost this question and maybe a dev can give you an official answer.

This is true. Actually, if you pre-order, you have up to 30 days after release (May 24th) to convert the pre-order to a retail purchase, and hence keep your characters.
OP is asking about what happens if you do not pre-order i think. I'm thinking real open beta (people can download client from somewhere) and play open beta until a few days before release (april 24). Also, you can pre-order anytime up to a day before release (april 23). However, if you don't pre-order and just play open beta, then I don't know what happens to your open-beta characters at release. I would suspect they get wiped. (guessing)

If you are playing open beta but want to play the game when it goes live then you must preorder. Otherwise you can play in earlier april but will not keep your character when the game goes live.

You must pre-order to retain your characters. Only pre-order codes will be able to retain characters and get the special pricing. which is a 33% discount at $9.99 unless you do the lifetime sub. They have also said there will be a cap on open beta keys, though I don' t know what that is. There are going to be 7 servers at launch, as far as I can determine from the beta boards.
in EU you can play with beta key until 14th of april I think. then it is the preorder key that counts. only with preorder key can you take your beta char over into live, level cap 15. not 100% sure here, but I think in EU it is only 10 days after release you can play without a retail-key.
