Is there something in this game that would cause me to get 8fps

  It might be the programming, it is not up to par with most Korean games. It is semi beta also and the developers update the Korean and Asian versions first, that seems familiar to most Korean  Euro/USA gamers I am sure.

  But I have heard there is a bug in the beta client. I have also heard that the way the graphics are drawn in the programming bogs down on your card.

  Saddly I have to agree here, there are still memory leaks but we've yet to find out exactly what causes them. Generally by moving to modified drivers from 3rd parties I've been able to help a lot of people get better frame rates but it isn't always the case, and there is always the task of finding the right drivers that will fix the problem the code is causing with your cards. The should even run fine on the mx 440, heck I've run it on a Radeon 7000 series with no issue a few times now just testing systems and goofing off. If you want, I'll help you get the modified driver, but it's really up to you. Sometimes they work better then the man. but then sometimes it screws with something else. It's up to you two, just lemme know.
