85Hz, 70Hz, etc... are how many times per second your screen is being redrawn. Generally the higher the number the better.

But your video card and your monitor have to support the setting, just like resolution.

It is similar to Frames Per Second... Kinda... But if your frames per second is higher than your refresh rate, then you aren't really getting any benefit, and you should set your game to sync the frame rate to the refresh rate.

ok, this leads me to my next question... whats so good about a high refresh rate? I can understnad that anything under 20 is bad but what is the difference if its 35 comparied to 60, can you really tell the difference?

and if so, what is the benifit of this difference?

The slower it goes, the more flicker you are going to see. As it gets faster and faster, the screen will get get more steady and solid.

Also note, some refresh rates can be bad for other reasons.

For instance, here in the U.S. our power is 120v 60Hz AC so Flourescent lights run at 60Hz. Which means, if your screen is flickering at 60Hz (refresh rate) and your lights are flickering at 60Hz, then the flicker you see from your screen will be intensified, it will be much more noticeable.

And as far as 35Hz being OK. No, not really. Think about this. Use your mouse and grab the title bar of a window and drag it aound the screen. If you are running a refresh rate of 35Hz, then as you drag that window around, it will move in larger steps than if you were running at 85Hz.

Also, the slower your refresh rate, the more tearing you will see.

And, as I said before, your FPS in a game can never actually be faster than your refresh rate. If it is, you will see tearing as well. So, if your refresh is 35Hz, you can never actually get an FPS in a game higher than 35. If it does have an FPS higher than your refresh rate, you are getting tearing.
