This New Orleans shit basically bankrupted the Red Cross and FEMA. And of course the government hasnt helped as much as they should, they never do, the government LOVES natural disasters, they usually do the governments dirty work for them; flush out low taxer payers, bring in contractors to build high class zones, replacing those low tax payers with high tax payers.
But none of that matters, hell it might even be bullshit. The point is you want these people to keep sitting and doing nothing, while hard working people have to live paycheck to paycheck and eek through life.

The US government sent funds to the state of Oklahoma. Its use was simple. The victims would get compensation with that money by helping rebuild the damage. I think it was close to $600 a week or close to that. They had to work 40 hours a week to get that money.
Now to the rub. The moment the state got the money it took a large percentage for itself under the guise of "filing fees" and "Implementation costs".
But I can tell you one thing. Except for actual damage to the ground itself you cant find hardly any signs of the tornado. Buildings were rebuilt, businesses restarted, etc.
So this kind of thing does work and should have been done a hell of alot sooner. Instead of bringing in all kinds of high priced workers for menial labor work let the victims get in there and do the job. I can understand the skilled labor but there is alot of unskilled labor the victims can do.
