I could have sworn that I heard someone say that LOTRO was NOT going to have RP servers (as they would all be RP servers). However, I now see that is not the case. Anyone remember where/when this was said?
Right now there is one "unofficial" RP Server. Some other things are encouraged on other servers as well, such as having appropriate names and not "xxSlayerzxx" and things like that.

How are the unofficial RP servers different from WoW's official RP servers? they'll both have the same lack of RP enforcement.
On the official WoW RP servers there are RP naming guidelines that Blizzard police.
On the unoffical LOTRO RP server, the naming policy is the same as that of all other servers, because all of the North American servers are normal. The unoffical RP server just gives those that like to RP a better chance of teaming with like minded players.
The EU does have a one offical RP server.

Policy Enforcement
If we find, in our sole discretion, that your character or kinship is in violation of the character naming policy, Lord of the Rings Online Game Masters will take the following steps:
If you violate item #3, #6, or #8 above, there is a "Zero Tolerance" rule in effect. This means that if your character or kinship name is in violation, the name will be changed without question. For characters that violate this rule, your character name will be changed and your account will be automatically placed on a three day suspension for a first offense. For kinships that are in violation, the kinship name will be changed and the account of the kinship leader will be placed on a three day suspension for a first offense. Additional offenses will consist of further account actions, including possible closure.
For other naming violations, a Lord of the Rings Online Game Master will contact you in-game to discuss your character's name.

Bullshit anyway. RP servers should be ENFORCED. If someone isnt roleplaying, the character gets deleted, simple as that. There are plenty of other servers to play on, and im sure a customer isnt going to quit for getting booted off of ONE server.
Name policies are great and all, but you need enforcement from admins at all times on the conduct inside of the game.
Add in playable (and level-able) orcs, uruk-hai, goblins, and other nasty things, throw in open PvP, AND roleplay enforced servers, and you have a game that cannot be matched.
Come on people, they already have the IP of one of the biggest book/movie series' ever. Might as well run with it.
Ok while i could write tons about the RP server rules and enforcement, (suffice to say i'm a hardcore RP player, and i will not play on LotRO's RP servers because that's kiddy RP to me, and if i cant get a serious, enforced environment, i'd rather stick to normal) i wanna just point out something about the naming policies.
The character creation process has a build-in naming enforcement. I wanted to do some monster play, selected a spider, was prompted to name it. So i try a name ive used for some characters in other games in the past, mostly small nimble female ones, Yiev. I type in Yiev, press enter, and a message pops up saying "Apparently your name is gibberish. Please try another"
So LotRO blocks character names that appear to them as Gibberish automatically. Which i guess is why i havent seen any xxxslayerzxxx yet at all (though apparently captains CAN give their heralds names like that, aswell as LM pets, but not actual player characters)

Yep, your name has fallen victim to the restriction of having three or more vowels in a row (LOTRO considers Y a vowel in this regard).
