hey here in this site it says that LOTRO is free fromretail and month fee, but when i go to the official site to download it it says BUY NOW!... so i dont get it very well... what am i missing???

it's not free to buy and there is a monthly fee as well.
I can only guess that what you read was left over from the Open Beta, which lasted 3-4 weeks, and ended a few days ago. That was free to download and to play.
With an AAA MMO gamee costing $30,000,000 up to develop, you just aren't going to see them offered for free. Guild Wars came closest, but nobody since has adopted that business model.
That was for the Open Beta, which anyone could download the Client and play in.
That has ended.
Full Box Price + Monthly Fee is now in play.
But, if you can find a Pre-Order Box, then you can get a $9.99 mo fee schedule. Create an account and register the Pre-Order first, then the main LotRO code.
The Pre-Order codes are going to be good for a month after the official release date, till ~May 26.
So, clock is ticking.
Otherwise, it is the regular price per month for AAA MMORPGs ($15).
Is there still a way to purchase the Pre-order edition? to get the code? If you know what i'm thinking
