I would say it's mostly pve, there is a pvp part with rankings & stuff, but if you're hardcore pvp I wouldnt recommend this game though. I'm enjoying this game very much, but again I'm a typical pve player. The pvp part in this game is called monster play, which allows players to play as a monster and unlock skills and ranks, this way some monsters are player controlled and in that way there is pvp. As far as I know there is only 1 area to play in at this stage, but I havent got any experience with it yet.
We had some pretty fun keep battles in the closed beta with the MvP. I liked the DAoC version of PvP better but this is close, still needs tweaking though to make it worthwhile.
No, it is not a pvp game though it does have some pvp systems in it (Duels and an area where players can either use their main characters or their "monster" characters to fight).
And you need to pay to play.

hopefully they'll introduce a normal pvp.....maybe even dark side playable races....(as like a real character) it is a new game ya know.
Keep hoping and i hope you don't hold your breathe while doing it. They have stated that non tradtitional PVP isn't a fit for this game. The PVP system is the monster play system and that is all they plan on doing. Also their lead game designer Nik davison has stated as long as he is the lead designer there will be no evil races outside of monster play. Plus to add traditional PVP they would have to pull a SOE NGE manuver and rewrite the game code. I don't see them doing that after putting all the money they did into developing this game.
I think the PvP game in LOTRO is far more fun than any other PvP I have played (EQ2, GW and WoW). I think this is because it is rather slow compared to the other games - you need to have some sort of tactics going on in order to win.
For example, as a monster-player you can do a quest for the spider queen, which enlists her help to attack one of the free-people's forts. You have to coordinate everyone pretty well in order to get everyone supporting the queen in her attack. Actually, I have just come from the game where we did exactly that, and the fort fell to Angmar, although to be fair it was entired pve since no characters are high enough level to defend yet. But it was a lot of fun.
