If that's the case, I suggest moving up from the 6600gt. Keeping in mind you have a budget, I suggest getting a 7600gt

The one I linked you is an eVGA product. eVGA has a neat "step up" program that allows you to exchange one of your current eVGA cards for a stronger card, all you'd pay is the price difference. I think you have to use the program within 90 days of the purchase of the first card. Go look at their website for the details.
Even if you don't use the step up program, I still suggest the 7600gt unless you are going to wait until the price of the newer generation cards to drop.

I know it is a little more expensive than what you had listed. But, I think you are much better off spending an hundred or two extra bucks to get a system that is much more current and overclocking friendly (if you so choose to overclock down the road). I can guarantee the above system will be a huge difference in computer games to the one you had listed.

I would be just look for a better quality PSU. Look for something with Active PFC, usually indictaes better quality, also look for and Effeciency of better than 80%. I have a PSU buyers guide in my blog I posted below.
On the HD I have personally found that WD is the best buy for a HD. Samsung is okay but I have seen to many failures with them to trust them. Get a WD SE16 to get siolid performance.
If you need to trim the budget a bit then drop the video to a X1950Pro. You will lose full DX10 support but the speed/price ratio is really nice.
