Game will be mostly pve in the low level, but still you will be able to pvp. But the higher level you reach the pve missions will mostly be in the rvr(pvp) zones and will invovle killing other players. If I understood it right.
The game is based around RvR which is a type of PvP. You just aren't going to run around and kill players for fun, there is objectives and better bonuses for killing other players. From what I can tell it seems like another variation of DAoC which I'm fine with because that was the best RvR/PvP system ever
First and foremost, WAR does not equal DAoC 2, and RvR in WAR does not equal PvP.
The RvR in WAR will encompass both PvP and PvE, meaning even while doing PvE, you will still be contributing to your factions war efforts.
The PvE and PvP areas will be separate.
One can choose to level up exclusively doing only PvE, or level up only doing PvP, but it has been said by EAMythic that doing a combination of both will be the most efficient way to level up.
As it stands now, the content looks to be @ 80% PvE/20% PvP for the lowest tier zone, and changes through the tier zones until at the tier 4 zone it's been said to be @ 80% PvP/20% PvE.
I'd expect the ratios to look like this as you go up, PvE to PvP
Tier 1 80% to 20%
Tier 2 60% to 40%
Tier 3 40% to 60%
Tier 4 20% to 80%
But like DaBearman said, you can play the game 100% PvE or PvP if you want but Mythic has said a mixture of the two will give you the best experience (not leveling up but actual enjoyment of the game) while playing WAR.
Actualy this game WILL be DAoC 2, just with a different layout and some new mechanics added.
Mythic would be the biggest idiots in MMO history if they dumped what is considered the best pvp mmo system on the market and redid everything from scratch just to make it completely different from DAoC.

From Mark Jacobs
"As to WAR being DAoC with new skins, total nonsense. Speaking now as lead designer guy, I can tell you that nothing could be further from the truth (well, other than the nonsense above) than that. Once you get past the whole "Fantasy game with different groups locked in mortal combat thing" there is nothing very similar about the games. The career/class/skill system, crafting system, combat system (things I'm focusing on now), the RvR system, have nothing to do with DAoC and everything to do with Warhammer."

Again, it's going to be daoc with warhammer material, probably minus keeps, minus stealth, and a different RvR layout.
Jacobs can hype it all he wants, what has been shown of the actual game sofar points to me being right

It seems all you have to offer in defence of your position so far is "I'm right, everyone else, including the game's developer, is wrong."
Maybe the thing to do is for you to list off all these things that have been shown that make you feel this will in fact just be DAoC 2 with a different skin and a few different mechanics. I'm sure the huge community of former, and still current, DAoC players following WAR's development , that have themselves accepted that this will be a completely different game in most every respect, would be interested in knowing how wrong they are.

It wont be pvp at all
It will be RvR at all levels, with an option to PvE....RvR will give the best rewards though.

Yup, the last two posters hit the nail on the head - at least the way I understand it.
The game looks to have a lot of options. I'm looking forward to the RvR aspect, but I am certain that the PVE content will be excellent.

Leaning more towards PvP though which is a good thing.
Never really found computer programmed enemies exciting to kill.
