In the game you can control citys and inside people may build houses. I've read that it costs a lot of money to run one. Will the leader of the clan that runs the city be able to charge taxes to help run and improve the city?
The cities are either player-owned or guild-owned, so I'm almost betting that the guild-owned ones will have to be managed and maintained by the guild leaders through a method that they devise.

Well, if Anarchy Online is any good indication, cities will be very expensive to maintain, and guild leaders will be able to tax guild members. In AO, the tax automatically came out of your money stash and went into the guild bank based on your play time. Players who play more hours pay more taxes. The guild leader can charge any amount he wants for taxes. Players also have the ability to voluntarily donate money to the guild bank.
In AO, if you did not have money to pay your taxes, you lose the privilage to talk in guild chat. Small price to pay ^^

Yes. We are quite aware that one of the benefits usually tied to being in a guild, is being able to put items or money into a guild vault that can be shared among all the members. When a player gains money in any way – whether it may be through looting or selling items – that percentage of the sum will be taken from the player and put in the guild's treasury.

The more I learn about AoC, the more interested I am but also the more repelled I am. If the game is so focused on PvP and joining a guild is required to experience features of the game, then it is totally not for ME. The games I have played in which joining a guild is (forced) required to PvP, raid, build a city, etc. have not been very fun. Too much drama. Joining a guild should be optional and for the community aspect of it.

Your not force to join a guild and here's a few reason why :
-PvP mini games
-Battlekeeps can be attacked freely by anyone
-You can always be hire as mercenary
-You can go to guilds city even if your not in a guild for shoping or repair
-PvE is supose to gives lots of goods for solo
-Since Items isn't as important as other game, I believe you can live without raiding... or can always get in a PUG
A band of mercenaries would be a type of guild in a sense.Usually if a guild choses they can let people in thier cities/keeps,else the doors locked.If that dont work theyll kill you.I like old school 8man daoc where it was easy to pug.but with guild/nation's assests in the balance theres not gonna be alot of primetime pugs.Im AoC fanboy,but am first to admit it is very guild centric.weather thats good or bad is another debate.It's just I don't see a Daoc2 out there,so im going with shadowbane2,oops....I meant AoC.

heh as soon as me and my RL friends heard about this game, a mercenary/theives guild was all we could think about
Im guessing u can make a small marauder type guild.sub it to a larger guild with a city and have some sort of defense pact,in return u get use of the city/keep.

theres more than one question in OP post.
first is there player housing(my?).can I build it in a different guilds city?if i can and do,will i have to pay taxes to that city/guild?
I know in daoc which only had computer run housing.your taxes and upkeep were 2% of the base price of the house on it per week.
