tiers and lvling

will it be tier one player or will i be lvl 1 in a tier 1 zone until im like lvl 10 or something or will it just be tiers and no lvls?
i got confused on the tier RVR video

Looks like they're still messing around with the way character "levels" are shown. We know there will be 10 ranks per tier. In old Demos, characters were listed by both rank and tier (tier 1, rank 5), while in newer Demos we've been seeing them listed just by rank (rank 35).
I'm sure if you can go back down easily you might not, reason being you need to help out on your Tier Front, unless there is alot of guys fending them off and you need more lower tier points then you can go safely. I wish some one in an interview would ask a question on downshifting tiers... oh well.
Edit: Example - Rank 10 Emp KBS (Knight of the Blazing Sun) then you rank up to 11. You can move up to the 2nd Tier. You MIGHT be able to stick around for a little longer, but I don't think they would want a full team of R11s vs R9-10s.
Higher ranks will not be able to rvr against lower ranks. that has been CLEARLY defined.
the idea was that inside a certain tier, ranks would just define how many skill boxes you got so far. So not necesarrily how strong you are and in theory all characters of same tier had more or less a balanced field. Yes one could have more abilities and some more attributes, but in a way that a rank 10 vs a rank 1 is not a 100% sure that the rank 10 win.
Tier differences are more marked, so much that infact you cannot go fight in lowered tier battlegrounds. so a Tier 2 should squish a Tier 1 basically all the time.
I say the "idea was" beacause it seems it has been changing somewhat during this time and it is not clear, at this point, if the original idea has been mantained or not.
