Are there any decent MMOs with atleast a partial offline capability? I am currently overseas and I do not have constant access to the internet to play other MMOs, and I would like to find something that would allow me to play both offline and online. Any help would be greatly appreciated.

It seems what you're looking for is the more traditional PC based RPG that let's you play online, in which case Never Winter Nights 2 is probably about as close as you'll get. That said, you'll probably find it disappointing if you're looking for it as your main online game and are used to playing real MMO's as the online side of most of these sort of games is just a bolt on and not at the heart of the game design so suffers a lot in comparison.

AoC, unfortunately for the OP, is never offline. The confusion arises from the first 20 levels being centered around a (still online) quest line designed as a single player experience with grouping as a secondary option.

Unfortunately you don't get to bring your offline characters online and vice versa, they're completely separate in that regard.
Like others mentioned I think what you're looking for might be a traditional RPG with multiplayer capabilities. You could consider Diablo or Dungeon Siege for a fast paced "easy to get into" experience, or Neverwinter Night for something more in-depth. NWN (1 at least, dunno about 2) has a fair share of servers which run mmog-like persistent worlds.
The problem is all your character data has to be saved by the game server, which you access online. If it were any other way, then you'd have access to the data files on your character, and you could hack them to cheat. So, if it's an MMO you gotta play online so you can't cheat. That was one of the problems with Diablo (not a massive MOG, but just a MOG (meaning multiplayer online game).
To have an offline part of the game, you'd have to save chracter progress offline, meaning any competent hacker could get into the data files and give themselves levels, xp, loot, etc., or "god mode" invulnerability, change their damage to a million points per hit, and then log back on line to screw up the game.
