My opinion, a low-medium population pvp server. Or a new pvp server if you can find one. The less population, the less lag obviously. Also, if its new, that server shouldn't be far ahead of you like the old ones are. But with pvp, you can be killed by the enemy at just about anytime past a few hours of gameplay. If you don't want to kill/ be killed at your leisure, a pve server might be what you want. But again, if you're new, look for a new server.
you should avoid any pvp server of any kind at all costs, that is unless a really immature and annoying community full of little douche bags is your cup of tea.
www.warcraftrealms.com lets you see general statistics for the various servers. When they came out, how many people are on them, what the horde/ally ratio is, and a few other neat things. you can even be apart of this by downloading their census program and uploading your data; afterall this information is generated by other players.
Heres a direct link to the list of US servers so you don't need to hunt for that. you can sort if by clicking the column headings at the top. for that click here
New servers but they havnt made any in a lonnng time. I guess the game is in decline.
Guess they'll have to limp along on the 430+ or so servers they already have......
I'd think the most important thing to do is look for balance between realms and make sure it has at least a medium size population. (I prefer crowded servers myself)
Most of your PvP will be done in the BG's, regardless of whether you chose a PvP server vs a normal server..... only differences is you'll get ganked by gutless higher level players while you're leveling up on a PVP server.....
Of course, if you want to be a ganker.....than PVP servers are the way to go.....

the lower density the server the newer it tends to be so go for a low / med density PVP server though bare in mind that most pvp is done in battlegrounds.

Medium server sound ok then?
