As far as fabricating your own ships, I think you will be limited to the 60-something (maybe more) ships that exist in-game. However, you will be able to customize flags, sails, colours, etc.

It describes how you'll be able to customize your ship though the "slotting" of standard ships...as well as the specialty crafted ships that are variants on the basic ships (mastercraft, etc..).
Oh, and, or course, you can name your ship.
Plenty of customization to go around in this game.
You need to build them from scratch using 3D modeling software (in wire frame), you must have acceptable textures, it must be historically accurate and then, all files used to create the ship must be submittied directly to Flying Lab for review.
