Question about the world

I know there is a EULA but I seriously need this question answered.

In the screens of the game the world looks EMPTY. Can anyone in beta let me know if there is NPC filled regions, cities, villages like every other MMO or is it really that empty?

Games Enjoyed: UO,EQ,AC,EQ2,COX,LOTRO
Games Played(-Above):WoW,MXO,GW(beta),RFO,ArchLord,V:SOH,Rappelz,Ryzom,DDO
Games I felt were a rip-off: DDO,ArchLord,V:SOH - all newer how ironic

You can find this out simply by checking the dev logs on the forums or the main website. NPCs are found most often outside of ports and along the coastline. One of the devs made a very good animation to show it in one of the logs.

There's a cool video, nearly 30 minutes long on www.mogarmy.net, where a Dev shows off various parts of the game. When he's walking through the towns, they're full of NPCs moving around.

This is a result of many of the screenshots being taken in testbed setups where the rooms are loaded but not all the ambient NPCs or fluff animations.  There's always a desire to show off the cool new environments the art team has created before they've been fully integrated into the game world. So you see the islands and buildings before the content team has had a chance to place townfolks, wandering chickens, and the like into it.  There is plenty of life in the game, from sailors dicing in corners to harlots catcalling from balconies to minstrels performing impromptu music.
