Ok so my friend gave me the buddy key and I got my account set up,got the game downloaded,and started playing. I noticed for some reason the graphics look like nothing compared to what I saw in the pictures, the water didnt look as detailed or anything,I have one of the reccomended systems, being a windows xp and it says it needs 4Ghz to work. But my system only has about 2. Is it possible to get more or i need some help with it any advice?

So if you have recommended, i'd go into the settings and start switching on things that are currently off.
When you go too far, you'll know. But remember it may still not look as "great" as the screenshots... should still look nice though
just grab your friends disc, the downloaded client is the beta (which also works for retail but has many things switched off)

Unless you downloaded from your friends DVD, you don't have the high resolution client. You will not be able to see any grahic setting other than "High" with the online download. You'll need to actually buy the game to get the "eye candy".
Next time you log in go to "Options", then "UI", then to "Graphics" and select "Very High" to get the highest level graphic display.

just for comparison I did a quick set of screenies and merged them. The high res was using custom settings with the high res texture pack, the Low res was made using default medium setting which is the third from the bottom and low res texturesI miss DAoC

The CPU is probably not a huge difference, but you are really hurting from your lack of RAM. You have also not told us what your graphics card is.

I post on forums when at work, because it passes the time a little and entertains me some. I never play EQ2 at work for a number of reasons. I don't need to justify myself to you, but there you go I guess.
Vista is the newest operating system, and XP is the older one. XP works fine. Not all bugs are worked out of Vista yet, but many new machines are available only with Vista.
There are two or three issues that are preventing LotRO from running well on your computer; a couple of posters mentioned the graphics card. Unless I missed it, you haven't told us yet what graphics card you have. If you don't have a separate card, but are using the integrated graphics you will get very poor performance; you need to look at the list of supported video cards to see if you have one of those. Buying a new video card might be the most cost effective change you can make; your machine does not use the newer PCIe bus (the path information is sent to the video card) but may use the AGP bus. There are still a few AGP cards available, and if you have the AGP bus (and not the even older PCI (no e) bus, that might be a good idea. Be sure your power supply can handle the newer card.
The game really needs 1 Gigabyte of RAM, and 2 GB is noticeably better.
I'd guess that a new machine that plays LotRO well would be perhaps $800-$1000; possibly less, but you want it to last as long as possible before it's obsolete. You might be able to find a used machine for less; it should one that takes 2 GB of RAM and accepts a PCIe video card.
I'm afraid I don't have any really good advice; you really need a newer machine. There are a lot of games out there that are more demanding than LotRO; it's just that it's a new game, designed for systems three years old or newer.
With some of the problems you mentioned, you might want to turn the video settings all the way down. It won't look as pretty, but might run better. In the video options settings, putting your mouse cursor over each choice will bring up a tool tip telling you what it does, and what the effect on performance is. For example, turn all shadows off. And always turn floaty names off in towns (n key). I hope this has helped, and that you have fun in a really great game.
PS No one has mentioned your monitor. It's important too, and you might be able to find a better CRT (The big old kind) monitor for not a lot of money as people upgrade to LCD (the thin ones) monitors. And a CRT in good condition is still a very good monitor.
Sadly, all is wrong.
1 - you CPU is very old and outdated. You would need 3 ghz cpu to have a decent performance.
2 - your RAM is also too small - LOTRO loves 2GB and needs 1GB minimum to run decently.
3 - your VGA is not even mentioned, but I would't be surprised it it was some mobo integrated piece of junk (sorry, but that's what they put on mobos....). If that is so, your PC will stutter with lotro on minimum specs - but it is still better, as this config would not run 5 year old games on highest settings smoothly
Ignore advices about VISTA - first of all it wouldn't even run on your PC at all (solely due to the RAM, but also the CPU), and on the other hand lotro runs slower on vista than on XP on the same configs.
Either you need to play lotro on low specs or try to get a new PC...
