The devs say that Orc get bigger the stronger they get and Dorfs get longer beards, so what do Goblins get?
Or hell since were at it what about the other races? Doesnt seem like something theyll stick too as the game progresses. Just seems too variable.

Dwarfs beards grow longer (the females get longer hair).
Empire humans get more ornate armor.
And the others are unknown, although it's possible that Chaos may get mutations that act as their form of appearance advancement. It's also been said that all warrior-types, regardless of race, will gain girth and size as they progress (likely nowhere near as much as an Orc gets, but enough to somewhat distinguish them from casters of their race).
I would like to con someones name and thats it-no class description and no level.I want to train myself to know what class i am looking at and by there appearance roughtly what level they are.This wont happen but it would be nice to add that sense of danger.

No I think the Gobbos get more little decorations and stuff on there armor and such as they get more powerful, could be wrong but it would be neet.
I'm sure if penis enlargement was the case, the majority of the people playing a goblin would be trying to make up for something else.

Try to understand that for a Greenskin, a day that starts by killing someone with your bare hands and ends with those same hands being chopped off in battle is a good day!

gobbos will probably get bigger compared to other gobbos, they are greenskins too after all.
Shamans will also probably get bigger hats and squig herders will get bigger squigs.
Their eyes get beadier and they look more sneaky?
Maybe they get larger bellies.
They evolve into orcs.

Well, no. Chaos won't have permanent Mutations. Not even the Mutation-heavy Marauders.
Mutations as effects for tactics, Spells, Skills, maybe even Auras and the like? Probable.
But none of them will be permanent, this has clearly been stated by the Devs.
When you look at the Knight of the blazing Sun Concept Pictures for example, the Characters in pretty standard, unspectacular, lower Tier Armor also look younger, and generally more "Recruit like" than the ones in more ornate Armor. So maybe we'll see a "Veteranization" of Imperials, Greyer Hair, generally more "old and experienced" look including scars and a weathered face. Same probably counts for Chaos, though Magi and Chosen show no Skin anyway later on.
It's pretty safe to say that Elves will only change through their Armor as well, as they don't change at all in appearance, they don't look older, lore-wise.
Dwarfs' Beards get longer, but what do female Dwarfs get? They don't and won't have beards, this is already clear...so what? More ornate Hair? They'll wear Helmets. So I guess it'll be the Armor too.
So what's left is Goblins, who might get a tad bigger (a Tier 4 Goblin would still be smaller than a Tier 1 Orc I assume), or a bit darker Skin, apart from that, it'll be the Armor I guess.
Maybe we'll see some Class Specific Changes as well, I can imagine a smoky greenish Cloud sorrounding the Shaman to show his Waaagh!-power, a Chaos Magus having small lightning sparks as some sort of Aura around him, a Bright Wizard beginning to Smoke and/or burn...

Saw some Artwork of as Tier 1 Chaos Warrior and a Tier 4 Chaos Warrior.
Tier 1 look like a slightly evil Brigand or Mercenary, bare headed. He was in like 2/3 Plate mail.
Tier 4 was the full plate with spikes, horns, all seing eye, tzeentch symbol, 8 pointed stars. With no visible skin.
