Starsider. A lot of vets, returning vets, and new players.
A lot of roleplay as well, which is more fun.

Last time I checked, Bria was the heaviest.
Bloodfin and Bria seem to be the ones that hit heavy the most although some of the others like Chilastra, Starsider and Ahazi seem to all have good populations as well. I personally play on Bloodfin and Bria so I can personally recommend either as good population servers.
