if pug instances is what you want then no pvp server will be good for you. frankly, the community on the pvp servers is the worst i have ever seen, nobody does pug's because of the sheer amount of idiots on those servers.
when i played on a pvp server i refused to group or even talk to anyone that wasn't in my guild. if you want to group and do instances join a pve server, yes i know, there's no open pvp, but it is worth not having to put up with the kiddies and actually finding a half decent group IMO.
Hey, I'd like to know the best PvP server because I hate my server. No one is ever doing any instances. I need a server that is good. Pst some thank you.
I'd suggest looking for a PvE server if you want to group outside a guild.

I have several characters on PvP server, and after years of playing, I finally see stupidity that is PvP server. You have to GRIND for mostly everything, and you really don't want to be ganked while doing it. And that happens 24/7 on PvP servers. If you're unlucky enough that your server has fewer people of your faction too, then my friend, you're screwed (like I am).
I play on Stormscale and the community is fantastic. It is basically a PvE and PvP server. Ganking happens, but what else can you expect from a PvP server? I get groups easily, plenty of guilds are running higher level raids, and people usually are really nice. The community on the forum can sometimes get a little crazy, but when your online it is really a great adventure.

my server is pretty good im still a noob but my friends like the server ...it never full but theres quite a few people who play on it
