For character planning, there are some nice programs out there.  One is Mids' at http://www.onthejazz.co.uk/hu/mhd.php.  There is another called Hero Builder, sorry I can't remember where I got that one.

Also, http://paragonwiki.com/wiki/index.php/Main_Page is a decent resource.

I use www.badge-hunter.com they have great map overlays and badge tracking in conjunction with herostats but this site is like a hidden secret for content and much easier to maneuver the paragonwiki.  http://cov.redtomax.com/ for both coh/cov.

    Hope that helps

Ah yes, I forgot about Badge Hunter, which has a link to a sister site http://www.vidiotmaps.com/.  Both are very helpful.

Character builder allow you to level up a character and see the % for yourself.

It is usually not up to date, so the information is usually old, yet it gave you a fair idea.

Mids hero designer is the best you can even choose the set IO's now.

I can't believe you all left out the most thorough one. (Though paragonwiki is also great.)

This might be overkill for what you need, but City Of Data is the most thorough resources, with mission details, numerical values for powers, invention recipes, badge descriptions, etc.

    Currently playing:
    DC Universe
    Planetside 2
    Magic Online
Simunomics, the Massive Multiplayer Economic Simulation Game. Play for free.
