The purpose of such a guild is to bring a political aspect to Gods and Heroes, while of course, providing our "Senators" with fun and creating new freindships along the way to greatness.
SPQR is lead by 2 consuls who happen to be true Roman fanatics.
Senators will be assigned missions by the consuls by being granted permission to lead a squad of men. It could be a hunting run for items, money or pvp, as the real Senate of Rome often assigned legates to lead an army.
SPQR will be offering citizenship to anyone who wishes to join the senate, from there becoming a senator, or anyone who just needs guidance in game.
The chain of command in the Senate is simple.
Lead by two consuls.
Praetors who are considered generals.
Aediles who deal with the community.
Quaestors who manage the treasury.
Initiates during a one week trial period.

The Senate was a Roman cultural institution with some rather strict prerequisites for membership. Families with Senatorial rank tended to guard the privilege and the power jealously, and may not have looked kindly on those who took liberty with the title.
I don't see any problem with the titles. Using "SPQR" as a name might be a bit generic, since it will really be what everyone character is about, at least nominally.
Using Rome's government as a guild seems short sighted as the government will exist already in the game. perhaps it may have been wiser to base it on a legion or tribe or something of that nature, though they may likely be used as well, perhaps originality would be key. Your understanding of Ancient Rome also seems questionable.
