I've never really played an MMO that i found hard or complex. Some games that have been out for a long time that encourage open pvp i've found hard or difficult to level, simply because of high levels griefing..
Or games with lower population i've found quest or objectives that require grouping to be difficult...
I'de maybe consider some aspects of certain games to be complex when comparing them to other MMOs such as the EQ2 crafting system...
If games were hard and difficult they would discourage people from playing them, at least for the most part. I personally like a challenge, but it could also be considered that if an aspect of a game is considered complex [meaning some will have a hard time with it] then its poorly thought out and designed
I'd have to go with EVE-Online. Not the hardest, but is complex, with a steeper learning curve over most MMOs out there. And once you get blown up, you have to pick up the pieces, literally. This basically means it isn't for the faint hearted, but definitely can be learned quicker if it isn't your first MMO. Again, not sure about the "Hardest", though, it is the most "Complex" MMO currently.
I'd say eve online , but purely for the fact it is the one i found to take the longest time to really get into the game and see what the possibilities are.So if you say hardest game i could not link it to the hardest to play....since they all are equall in my believe , but the hardest to get into.
Learning curve is STEEP very steep, scaming people is allowed (Darwinism applies here, if you are stupid enough to lose items to a clever ingame scam then you dont deserve to keep them)
Death: if you get blown up your ship is GONE and everthing that was in it, no running back to a temple or friends coming to reserect you.
Its unfair and cruel : we don't fight with honour, we fight to win even if that means 20 spaceships ganging up on 1 poor lonsome spaceship.
That said, the feeling you get when u actually make it in this harsh enviroment is second to none.
EVE's got harsh death penalties and a steep learning curve.
FFXI's got a huge experience death penalty and needs A LOT of time invested in it. Grinding all day will get you a small portion of your experience bar filled, and if you die, you lose that plus a lot more. You can even de-level. There are also some itmes that you absolutely need. They cost tons of gil and if you don't have them, you're considered gimp.

World of Warcraft, play it on the horde and till you hit 10-20 you will go to the barrens, once in barrens read the chat, just read it. After reading it take a knife and go cut your wrist.
i would say FFXI is the hardest game i have played- its a game where you have to REALLY know your job or you arnt gonna get far into it. partys arnt gonna want you ect.
eve is complex in the beginning, but once you get it it isnt hard

ROSE Online probably has the biggest grind. Not only does just getting to level 30 take forever, but there are 200 levels and the exp needed goes up exponentially.

EVE for complexity, L2 or FFXI probably have some of the harder grinds to top levels, LotRO, because its hard to keep interested in it .

I skill my char and make ISK offline.
EVE, at least in the start of the game. I don't know how hard it is once you know it.

FFXI without a doubt. EVE can be unforgiving but I don't think of it as difficult.
