You can submit a bug report in game using "/bug". Another way is to use the NCsoft Support Center, at the bottom of the page is a link "Ask A Question?". Use that form to submit a bug report, I use it when the game has a terrain crash and CTD's with the error message displayed.
Beta forums are up as I type this, so if you have done all the steps to register your beta key to your PlayNC account, you should be able to register. If you still can't, submit a ticket through the PlayNC support site : www.plaync.com/us/support/
Go to the bottom of the page and click on "Ask A Question" and follow the steps, I have found PlayNC support to be pretty good.

Personally I am hoping they are building an all new forum site for open beta.
I do not think it would make much sense to flood a closed beta forum with a million new questions asking
"Where do I find 10X for Mr Yy.
Also if that is the case it would mean open beta would be announced soon.
Which would also mean that much closer to launch.
Of course all just total wildly speculated, by me.
