If you're looking for official forums for daoc they do not exist. Most of the population that plays DAoC will more then likely use VNboards. You can try there with their server specific forums.

for one, its Scout.. not scott.. and Two, why would you have your first toon powerleveled, so you have no gear, and no idea how to play the class, let alone the game..
If you join the classic server where the people do not have access to the /level command and have to make all new characters from level 1 then you will see plenty of people around in all the zones. The regular servers that have ToA on them is where you will find a lack of population. I stopped playing in june after coming back for a bit, and while I played on the classic servers I found plenty of people there to play with. The battle grounds were fairly full, and the RvR zone had a healthy population as well. You will notice a decline in population as the night drags on. At least I have, where if I was playing at 4 am eastern time zone most people would be sleeping. It all depends when you play.

I don't think there's much fighting over spawns anymore. Exp can be gained fairly quickly in more then one place at a decent rate now. So I don't think you'll find the spawn camping like you used to before. No more Fin Tree or the albion and midgard equivalent.
