I remember reading a few months ago that they had plans to completely redo the default ui. Has this happened yet?

It is not that much different. You can new larger and more colorful icons that most people hate (you can use the old ones). You still have the same 3 quickbars you can move around. The biggest changes are to the chat windows and the ability to modify. It is easier to have nifty looking mods or so they say. The chat windows look mostly the same but are missing the tabs up top (although there are mods that bring those back). You can set default chat channels.
The main reason they changed things was not so much for looks but to prevent lag casting by window dragging. In terms of what it looks like, I would say 99% the same.
