Well CoH and CoV are the same community. Most players have both heroes and villains.
I'd say it's a great community. Obviously smaller than someone like WoW, but not in a bad way. And there's a consistency and friendliness to a lot of the community too. You can browse through boards.cityofheroes.com if you are curious, or check out some of the fan sites like paragonwiki.com, vidiotmaps.com and http://cox.nofuture.org.uk/ - all dive into the data of the game more than just the experience but you get a feel for how much attention is paid.
Additionally most of the larger SuperGroups and VillainGroups have their own websites too, though they are harder to find. The correlation is probably because people willing to take time to design a SG base are equally willing to design a website.
If the reason you ask is for finding a group, you should know that villain side is less populous than hero side. But if you find a VillainGroup that will serve you well for finding teammates anyway, so it shouldn't be an issue.

The CoH / Cov Community is of good size. You will see a couple of the servers hit yellow during the evening hours (US Time Zones) and the rest are still green. The only time I've seen the servers go all yellow and some red was during a big release weekend or the start of a player event. Over all, the Community is close, friendly and full of people wanting to see you succed at the game....
At the beginning of the year, it was somewhere near 145,000 I believe. Since then there have been two major issues releases (rikti warzone, consignment house/invention system) with quarterly reports claiming double digit percentage growth. Consider that we have the Halloween event coming up next week, Issue 11 with new powers, flashback system and weapon customization in november sometime, then the winter event in mid-late december, there should be another nice surge of players throughout the rest of the year (or so I speculate. : ' )
CoX doesn't aspire to WoW numbers like other games -- it's a niche genre with excellent gameplay but, as always, a bit hard up for content -- they're a plenty of people in game though. Grab a trial, check it out! ( ' :
