After a ship is grappeled, you'll board the ship automatically. Then you fight the enemies, and after they're all dead, you'll automatically re-board your own ship.
Actually, a small popup comes up with a button that says Board Ship. Just click it and your Crew will swing over. I believe only the captain of the ship will see the Boarding button.
You have to manually fire the hooks, and wait for the ships to be pulled together first.
The ship must be a flag ship. You dont sink flagships you have to board them to plunder the loot. What I mean by flag ship is a ship with a flag emblem on top of it. These are the ships in quest for capturing navy officers and such.
I figured out how to board, but the only time I've been able to board a vessel is when I was captain and it asked me if I wanted to board. Any other time, I just get stuck on our ship while everyone else fights.

Could be a bug? but i think this happens if your not on the captains crew which has happened to me if i teleport to a friend and they are sailing, if his crew boards a ship and i'm not part of his crew i remain on his ship..
No it is based on dmg, only those whole deal damage to the said ship may board, you must need to learn to use our broadsides more effectively
if you are solo for the most part unless its a quest you will not get the option to board it is more used when you have a canoneer to grapple the ship.
