No idea man, never looked into all that stuff.
I have capped every elite and unlocked everything there is to unlock in the game, so now I am left spending all my balthazar faction on stupid tournament tokens. Quite useless to me, but provides a sense of visual acheivement.
I hope they show up for you soon.

You probably already know, but the packs should be there now along with other holiday pricecuts. There was a recent small update that added them.
Some of the packs seem nicely priced too (including the pricecut).
For those too lazy to look at the ingame store, individual campaign (including eye of the north) skill packs cost $5 each, a core skill pack costs $5, a pvp access pack which includes 20 skill unlocks, 20 elite skill unlocks, and 20 item unlocks costs $10, and the pvp item unlock pack costs $5.
But I'm in the same situation as 8hammer8, and so it's not really worth it for me to buy them.

However, am getting the same error: Failed (Code = 1751126) - with no way of knowing if we're charged or not before it aborts.
I'm bugging this at NCSoft support - I suggest you do the same.
