I'd recommend either Guardian and/or Justice, since I've had little to no lag (with the exception of the auction houses) on those servers thanks to its low to medium population. Although I do prefer to fly solo on most if not all missions, so groups don't matter much to me.
The only real differance in the servers would be the populations. The server I normally play on (Triumph) is normally one of the least populated ones with the Various Global Chat Channels around it is very easy to find teams on it.

Liberty is the friendly server! Or was at least at one point.
Technically they're all the same, except that Virtue and Freedom have bulkier hardware and thus more capacity and thus more people. However, in a self-fulfilling way, many have reputations that are at least partially true:
Biggest: Virtue, Freedom RP: Virtue, Pinnacle PvP: Freedom, Guardian, Liberty Badge collecting: Pinnacle, Liberty, Freedom Villains: Freedom, Protector Friendly: Infinity, Liberty, Triumph Unoffical European: Pinnacle Gay-friendly: Victory, Virtue Drunk: All, depending on time of day.
Again they all have all characteristics to a slight extent, but once a reputation becomes known it draws similar groups, solidifying the image.
And just a note about Pinnacle being the "drunk" server, which always amuses me. Here's where that came from.
The game goes down for maintenance on I belive Tuesdays and Fridays mostly (though they don't always do it and any day is possible), from 9am to 11am EST. Back when the game was first launched, for the first few months all the servers would come back up at 11 - except Pinnacle. It always took a few minutes longer to boot.
People would joke about it, and say that Pinnacle was sleeping in after a hangover. It happened so much, that they nicknamed it "The Drunk Server." The name traveled faster than the explanation, so people started thinking of it as the drunks' server. But technically the name came about because the computer was drunk, not the people.
Pinn is not drunk server (hic), Pinn is just happy server. We always haves funz (hic) and not judge people much. Unless yo suck or what waz I saying (hic)
Oh yeah, party in Pocket D tonight, theme is naked toon dance contest. (hic)

Are you sure about that? I can't find a recent reference so I'll concede the point if you're sure. But I know at one point those two did have different hardware (about 18 months ago I think) than the rest. At that point they were suddenly showing green while others were on yellow, and this sparked concerns that people were leaving. So the devs had to calm those fears by pointing out that Freedom & Virtue were upgraded, and could handle more players before turning yellow.
However it's certainly possible that they then finished the round of upgrades and everything is the same again. This is all a purely academic conversation anyway, since as a player you'd never know. Regardless, Freedom and Virtue clearly do have more players - largely I suspect because they are enjoying the legacy of being the original servers. (Freedom specifically was the one where beta testers could carry their character names over.)
Actually freedom and virtue are the only ones that ever seem to go yellow. Justice does sometimes, but most stay green unless there is a Double xp weekend. I have never seen the others yellow, or red for that matter, without some kind of event going on.

I recommend Freedom and Virtue as well.

Freedom and Virtue are the most populated. That's not saying the others aren't populated, I play on Champion and never have a problem getting a team.
