How Much Freedom?

I am thinking of playing CoH but I need to know how much freedom is there in this game. Is this a sandbox style game, or not. Please just tell me if it would appeal to my style of gameplay.

Define sandbox. The only way to reach higher levels in CoX is to arrest/kill enemies. You can do this just in a zone, or via the missions (quest) system. Thats your lot.

PvP is limited to base raids, arenas and four specific zones. You can not level using PvP, you must PvE to get your levels first.

Crafting is not a levelling system - any one can craft any item so long as they have the components and funds to do so.

Sandbox, open ended system? No. It's level driven, and contact (quest giver) chains are linear. You can not speak to a contact unless you have been referred (for most) or are of appropriate level (for all).

CoX is not likely the game for you.

Though the gameplay wouldn't be considered sandbox, but rather linear as previously stated (as most MMOs are), the character creation really is wide open as to what you can create.  Lots of the fun comes from making a fun, badass looking character and playing with your creativity.  With that said if you are looking for a sandbox MMO try Second Life.
