I spend most of time in and around Domain/Tash-Murkon and Providence.
The Alliances that control most of Providence (CVA and friends) operate under the NRDS (Not Red Don't Shoot) Policy.
Unless i'm mistaken, it seems that most 0.0-alliances operate under NBSI (Not Blue Shoot It).
Without going into the debate of what's better (NRDS or NBSI) i'd like to hear of other empire-bordering 0.0 regions that operate under NRDS / Neutral Friendly. I do not travel a lot across the EvE Universe and i'm interested in knowing if Providence is truly an exception or if other alliances successfully operate like CVA.

Not that I'm an EVE expert, only been playing for 6 months now, but it seems like you've hit on the exception. Most of the Alliances in the Drone regions definitely kill anything not blue to them..... (heck, even then you sometimes get popped if you are ratting where you're not supposed to be)

According to the role-playing boards, a freedom fighting Matari group has declared that any pilots in providence that are Amarrian or working in any way with Amarrians in Providence will be attacked on sight. They do carry out these actions from the forum to the game so I'd be careful. It wasn't declared too long ago.
As for anything else, I'm not to sure. I'm fairly new to EVE, but I know that the words "friendly" and "0.0 security" rarely fit together.
I have played EVE off and on for coming up on 3 years, and providence is about the only region that operates that way. And even there your not safe. I am in Triumvirate, who are currently in the process of raping your region. Good luck.

Providence is the only 0.0 region like that, and you have the CVA to thank for it. It's quite unique in that regard. Attempts to do similar things in other regions in the past have all ended in failure for a variety of reasons.
But yes so far that I have seen Prov is about the only place that does this, most other 0.0 you have to request for blue status before entering.
Well, no, but PURE warned me out of their space after I has spent several days ratting for faction out of one of their distant outposts on the fringe of the Drone regions.
And we ran across a blue player who was ice mining in our home system and he refused to leave. After several requests we popped him and set up a small POS with guns/warp jammer on top of his 10 giant storage cans...was hilarious to see him warp back in a Badger 2 to access his cans and get popped a 2nd time.

But what really happens is that f ew hours after everyone is mining away the corp that owns that space sets up some gate camps at the exits.
Officially its to protec the miners but when the haulers come by full of ore the haulers get poped and the ore taken by the 0.0 corp. And of course the miners are trapped in 0.0 and quickly discover they are the new 'fun' prey.

Well Taram, the post isn't about being safe in 0.0 (or even in the whole of EvE for that matter). Everybody knows that 0.0 space is dangerous.
It's about some 0.0 space that would be open to non-alliance/non-allied members.
I dunno, I feel pretty safe in 0.0 most of the time, and I live up in Venal. It's a damned sight safer than low-sec, that's for sure.
