PvP in EVE more often than not happens in 0.4 space or below as that's when the Empires cba to waste resources protecting it. Bear in mind that 0.4 space and below exists in Empire space, just that Concorde etc won't police it.
This leaves (in descending order) relatively safe areas for the majority of people to pkly their trades from 1.0 (safest) space to 0.5 (borderline). If any player ship is attacked by another player in these security ranked space then Concorde normally gets a bit annoyed and intervenes. There are exceptions though - 1) is if your Corp is at war with the agressor. In this case no1 cares and will let you get on with it unless a stray bit of ammo hits someone not involved (then read annoyed Concorde part above). 2) is if you are in a "gang" with a player - then you can fight between you and no1 cares. I have heard that the gangs are still bugged if you aren't in the same Corp though so try and do it with an acquaintance until u can verify this.
There are stealth ships. The newest ones are Covert Ops Frigates. They need high skills to pilot though and cost upwars of 20mil each atm. Interceptors are cheaper, and also require high skills. They aren't stealth as such, just very fast, and very hard to target or hit.
There have been instances of griefing before, but Concorde (and CCP and the GM's) will crack down on such instances faster than they can fart after a good curry. Of course this only applies in 0.5 security space or above. below that you're fair game unless an exploit is being used. Exploits like that will get dealt with, and offenders banned, though don't expect as rapid a response as with higher sec space and newer polits.
Local chat channel shows pilots in current system so you can manually view each player to check their Bio & sec status. It's slow going but works most of the time - I have noticed myself and a Corp m8 in same space but I can't see him on local so it has "issues" sometimes so don't rely on it 100%. There is a ship scanner that will scan everything up to about 21AU away but it needs practise to pefect how to use.
Suffice to say, that if you stay in relatively safe space - 0.5 and above you won't have any problems. You can customise the ships auto-pilot to even avoid unsafe systems unless absolutely unavoidable.

There is a small radar in the right bottom of your screen, It displays all entities of note, such as ships, stations, jumpgates... It has variable range options. however the best way to detect foes is your handy dandy onboard scanner. When activated - no power usage btw - you can scan at range, name, and direction. The direction scanner is a bit harder to master, but you can track people hiding at safespots, for instance. The scanner setup can also be used for UI setups for player brackets. In normal English this means you can have your enemies you are at war with blinking red, people you just dislike yellow, and your friends green.
The map also offers the 'show pilots in space' option, but It will get nerfed soon

PVP is not consensual, but if u stay in noob corp and above 0.4, u'll be fine .
Stealth ships exist but they need bit of training in order to fly them .
Griefing is sometimes a problem : ore thiefs, gate campers, loggon/off tactics .
The radar is ur friend...if u know how to use it....and yes, u will be able to see players inside 21 au's .
