Where the Guilds rule

Im looking for a fun and cheap MMO with a focus on guilds. I want to be able to create a guild from the get go and have my friends join it and then enjoy some good MMO gameplay. What game is the overall best at being cheap, having a great guild system (need to be able to make a guild at between levels 1 and 5) and an immersive gameplay experience. I want it to be free, or at least almost free.

    Two suggestions off the top of my head would be Guild Wars and Perfect World.

    Shadowbane is free, though it may be tough to build a city. Must level past 20, but it only takes a couple of hours to do so.

    Wow, personally I am looking for any mmo that isn't guild-centric.  I have been unsuccessful to date.
