I'd like to hear what everyone's opinion is on what MMO that is currently available or is in development that will have the highest demand/emphasism on player skill. I simply can not find what I am looking for. Most of the games that I have researched seem to always be based on levels, gear, or some combination of skills that will guarantee success. Teamwork, strategy/tactics, aim, and anything else that constitues raw player skill is what I am looking for.

That's the only game I have researched that seems to be close to what I am looking for. Also, I just stumbled apon Jumpgate Evolution, which may have potential. Keep em coming.
Darkfall and Fallen Earth ARE the only ones i know about that are in development with player skill as a high class "feature". Darkfall is supposed to be a NON class, xp and level based MMO and more as a Battlefield style MMO. Just pick your favourite playstyle and begin to fight and explore the world.
Fallen Earth will have a level system and a skill system.
Fixed that for ya, there was a small error there.
Anyway, any PvP game should require a some skill . AoC looks to be more twitch-based than Warhammer, which might be what you're referring to with skill. We'll obviously have to see how it pans out, but its promising that (if it falls flat on its face, well, what's new?).
Guild Wars 2 has been announced to be in development. Since Guild Wars promised, and largely delivered on skill-based, team based PvP, it could be interesting. They said they're straying from the core '8 skill' mechanic of GW, because its getting too limiting, and they want to see what they can do. Oh yeah, and they're implementing a full-3D engine, none of this 2d click to save bandwith nonsense. If that's not high on your list of things to watch, put it there. GW had only a few issues that got in the way of enjoyment (the largest being click based - I can't play a click based RPG if I don't have a party, it just doesn't make sense to me).
Fallen Earth looks interesting, but the developers are on the 'promising the sun, moon, and all the stars in the heaven' stage of development, which always fades after a while, so we'll see what we get.

What a shame there is such a lack of MMOs targeted towards player skill.
I think spellborn has a nice progression from the current combat systems in WoW, EQ etc.. much better than AoC or that mythical game known as Darkfall.
I dont think players are ready for AoC or darkfall style combat, too much of a move away from the current norm.
The Darkfall devs they are developing a MMO for a limited playerbase. Thats the whole purpose. Otherwise they would have done a WoW clone. That playerbase they are aiming at are the same as when they begun in 2001, and that is very remarkable. All other developers have changed their games to fit into the playstyle of 2006. If DF would get 50-100k of players.........we sandbos skillbased MMO fans are happy.

Anyone telling you a game they haven't played requires player ability (lets use that term instead of skill) is not really helping you.
There is no way to know until you play no matter what the devs say. Even if its FPS-like doesn't mean it require much ability. Obviously some games are not busting out with anything all that new though.
Of the current games the following have a large difference between players using the same set-up:
1) Guild Wars. The "skill" is mostly in power usage and mana management, but also requires good tactical awareness in PvP, ie. getting over extended from your team can be very bad. The difference between a good Mesmer and a bad mesmer running the exact same build is quite large.
2) DDO. Might sound strange and levels and equipment are very important, but it has collision based mechanics so moving out of the way of a swing and then attacking while they are over extended is pretty important. Also note that PVE NPC's will do this as well. Skeleton warriors jump around and dodge etc. There are still RPG to-hit rolls. So if you have a crappy attack rating no amount of skill will help, but it can be a huge difference maker.
3) Neocron 2. An FPS-RPG. Kind of like DDO above and also equipment is important but mostly uses guns so doing things like finding cover and such is important.
4) EvE Online. This does not require what I would call "skill" as its not really physical or quick per se. However good tactical decisions can be huge and there are a lot of aspects of gameplay to be familiar with that are involved with these decisions. In other words good judgement and understanding can be a huge deal. Not saying that some shield tanking missle boat battleship is anything special. but for example flying an interceptor right or dealing with an interceptor right can be tricky or may require important split second decisions that have many levels.
5) Jumpgate. I have not played this one. But I believe the ships you fly use a joystick and are rather "fighter" like.
TCOS looks decent.

Somewhere in March 2008 The Chronicles of Spelborn is bound to release (TCoS) and beleive me, that combat system requires skill to execute while choosing the right skillsetup is even harder then Guildwars.

For melee fighting the guy you have targetted means almost nothing except that you can see their health. I think for Two handed weapon which have a large swing that can hit multiple things you will tend to hit your targetted guy with the primary hit and the other with a "glancing blow" otherwise it means nothings as far as who you are attacking.
For ranged weapons the target does mean something. You will basically fire in a line that would hit that guy if he stand still. However there a number of caveats:
1) if he moves you will miss
2) if you change you POV with the mouse to far you just fire in a straight line like normal. You can't throw an axe at a right angle.
3) If something is in front of it you will hit that unless you have the Feat that lets you penetrate and hit two guys of course.
So basically the ranged weapon work mostly like an FPS (in third person prspective) but if you have something targeted you might throw/shoot at them up to about a 30 degree angle. If something is moving it is actually very bad idea to use the target window since you can't lead the target.
I have seen people on this site say that DDO has auto target. This is very wrong. It has tab targetting but the target it self does very little for combat. In fact they don't even call it a target they call it focus to differentiate it.
DDO is the most FPS mechanics like MMORPG in existence this includes both Neocron and Tabula Rasa. TR may not have tab targeting but it has autohit and same with Neocron although Neocron applies a to hit roll. DDO is actually closer because in the end it has no real targetting. You could target (focus) something and shoot at it all day and if it running back and forth or zig zag you won't even get to a to hit roll.
DDO is definately a step in the rite direction. I just couldn't get into the game.
