Jeremy Soule's work on the Guild Wars soundtracks is amazing. Great orchestral stuff, very rich and moving compositions. If you're not into Guild Wars' play style, you should at least consider picking up one of the OSTs at DirectSong.

Well, being an old fan of Jesper Kyd's music I'd say the upcoming Chronicles of Spellborn soundtrack has some very nice songs. I'm very eager to hear them all once the game is out. Heh, I'm actually waiting it to come out just to get my hands on the full soundtrack.
Composers with very awesome soundtracks mainly stay in movie industry but they are making their way to games too. For example Brian Tyler, Harry Gregson and Zimmer have done awesome music for many known movies and I wonder when gaming companies wake up and lure them here too.
After all, to me music and ambient backgrounds play a big role in games and I'm pretty sure I'm not the only one.
no dubt, no history, LINEAGE 2 has the best soundtrack that i ever listened, and more it can compete with most of best movie soundtracks.. composer are bill brown (till chronicle 4 i think) and inon zur (from chronicle 5 but not sure 100%), check them with google, bill brown got his site.
Try to get and listen the whole soundtrack (all tracks) you will be not disappointed.
edit almost forgot that all tracks are performed by a real simphony orchestra (cant remember wich one) and that they even play the whole soundtrack in theaters (asian ones).
I really think nothing in the west has very good soundtracks. In most cases the tracks are utterly boring which is good for gameplay since you don't get tired of the music as quickly, but bad for the quality because their is no soul or substance in it. Ragnarok 2 also has some pretty good tracks.
Play Vanguard and listen to Hathor Zhi's music... Better yet, go to Ahgram.. Vanguard has the best ethnic music I have ever heard.. Being that musical tatses differ I would say that this "best" stuff is really opinionated..
Anarchy online (Shadow Lands especially) has some nice tracks, as well as Planetside..

EVE-online is my top 1 but I agree that Guild war is really nice.
HDRO is nice, EQ2 has some nice, too (the newer ones). wow music was like its graphic, poorly made

I've found the music in Sword of the New World to be not only beautiful, but very fitting.

EVE imho has some of the most appropirate music for the setting. One of the few sound tracks that I never grow tired of.

For atmosphere rather than actual good tunes I found AC2's ambient music and sound effects to be one of the most effective I've come across.
