They only increased the levels that were shown to be slow. I believe the 30-40 range to be specific and a small section of the 20s. 40+ has a lot of AV arcs which give good bonus xp.
They stole me a level 50 character in pure amount of XP earned. (If I would have 10 level 50, 10% bonus would be 1 level 50 stolen...it is far more complex than that however, as I have various toons at various level range)
Which is arguably far less bad than a nerf who actually destroy an existing character...which happens on 2 levels 50 and a 37.
I have no idea what is the actual %, just figuring my "lost" in terms of already invested time.

If I remember the patch notes right, all mobs give a little more xp now but the mobs that are 13-20 or 36+ got the largest boost. This is the mob level not your level, so if you are 34 and do a mish with 36 mobs you'll be getting sweet xp.
As for how fast the % rate is I have no idea. I can say I made very noticeable progress on my brute, in about 2 hours I got 2 levels on a small team. My 32 MM gained nearly 8 bars in about an hour later that same day.

The increase varied by level, and by enemy rank. As was stated, 14-20 and 36-50 were increased the most. Also for the most part, minions went up the least and bosses the most. To try to summarize it, I'd say like this (with heavy rounding, understand)
Hot Zones (14-20, 36-50) Minions +50% LTs +100% Bosses +250%

Althought I have nothing against this change per say...making the game more casual friendly is always good, but there are some considerations to respect...and they just ignore them.
It is a slap in my face. I lost half my achievements in the past, and got nothing for that. Adds the nerfs on the other half of my characters, and well.
From an achiever point of view, these devs are horrible with all these nerfs & smoothing the XP curve without giving back the xp they stole. (making mobs give twice the xp is the same as stealing half the xp, just a different way of presenting things)
In a few years, when the game is free and you get a level 50 just by typing /autolevel 50, I may retry the game. ATM, I see no reason to; I don't trust them at all on anything, be it nerf, be it achievements, be it accolades, they just are horrible. If you want no levels, don't put them in the game. They destroy each and every "achievements/progression" I ever did in that game, constantly, like a bulldozer. The only thing which would appease me now...would be if I could respect my archtype (from anything to anything, including heroes/villains switch), my primary and my secondary and so on...now, let's talk about have the most casual setting possible. I don't feel like earning something new, why should I? The xp curve will be smoothed in the future and everything will be nerfed again, why should I commit myself to a character if the game can't commit itself on the rules?

Actually the experience boost was for all levels. Just 13-20 and 36-50 had the biggest boosts.

At 47, it goes 50% / 36% / 105%
At 24, it goes 0% / 52% / 128%

That's almost 4 times as much as before for a level 16 boss.
