I wouldn't be too sure if you'd be able to access the game at all, really.  This version of Mabinogi is licensed for North America only, and that includes OB and official.

There are, of course, workarounds, but I don't think I should be mentioning them.

Edit: Hmm, seems that I was able to download the client and actually get as far as the login screen without the same annoying message that MapleGlobal gave me. Hope for Europeans?

Well technically, the game server is up but not open yet.  (I was actually able to patch my client for the OB last night, and even still it's been patchable for a couple of days now.)  The server opens tomorrow at about 11:00 PM GMT but won't really fully open until 24 hours later.

Either way, though, if you're in Europe you're without much hope and NxJoeW has said so:

"Unfortunately Mabinogi is restricted to North American players only.

It was an oversight on our part to not state this on the pre-open beta announcement, however it had been previously announced in closed beta.

I called around to check and see if this restriction could be lifted, however this restriction will carry out to the commercial release as well so the restriction can not be changed

This is due to licensing agreements and not something we have any choice in.

I am sorry for any confusion or issues this has caused."
