Probably because if they had to store every player's UI setup on their server, they would run out of database space pretty quicklike? How many games do you know that store it server side? I can't think of one off the top of my head.

Everquest 2
World of Warcraft
Guild Wars
DnD Online
I've had to re-install all of those games and didn't have to go through setting up my shortcut bars again. I can even log onto my characters from someone else's house in those games and jump right into gameplay!
Uhm.. your WoW config is saved in config files in your wow directory dood.
The placement of the "shortcut" keys are stored on the server, that's how you're able to play on internet cafés etc without having to place them all out again

The official certainly want to considerate most of the gamers first, maybe they have sacrifice some poor platers.
If you want to have them update it go suggest it to them they're still updating the game on occasion. but quickly it will be ok.
