Looking for an MMORPG Where Free means Free to Complete not just play.

So I found my mmorpg, I love it so much, Best Free to play mmorpg I ever seen. It has everything I could want from a mmorpg, The cash shop is 100% optional no matter what level you are. It makes no difference in PvP at all or end game. No equipment is sold in cash shop except for the Astral board, which is like a mount. Only Xp boosters and Weapon Xp boosters More storage and stuff like that. I LOVE Cabal online. It is everything I want a free 2 play mmorpg to be....EXCEPT 1 big COLOSSAL PROBLEM. That I just cant deal with. The level cap is 170..... for the love of god! Here's a game that I absolutely love in all aspects, And its near impossible to reach the level cap (Most would say its on par with Lineage 2).  I feel so bad having to leave the game but I just cant feel satisfied in a mmorpg where You cant reach the level cap within 3-5 months of Casual play. That being said, Please help me find a REAL Free to complete mmorpg, That is not a website or text based. Graphics around the same as Cabal is fine, Style... I dont care just don't make it another generic medieval grind fest. Very nice looking armor's and most importantly of all Reasonable level cap with PvE end game, (Im so sick of seeing every single F2P mmorpg have pvp as end game). Some NICE PvE raids and stuff.

Ps. Please not Grind of the new world Granado Espada, I cant stand that mindless grind game.

A game with Quest -- Reward -- Quest Reward system works great, But the quests not all being kill 100 of X mob. At least quests with Talk to this NPC or collect 100 of this item from X Mob those are fine.  I just want more of a goal than to kill.
